Dear guests and participants of the Winter Universiade 2019!
At the sport venues of the Winter Universiade 2019 for all the spectators, participants and media representatives there will be restrictions applied to the use of radio electronic devices, namely: radio stations, wifi access points, radio microphones and other types of wireless equipment.
On December 21, 2016, the Minutes of the Organising Committee Meeting No. 1 approved the plan of events dedicated to adapting the specifics of regulation and use of radio electronic devices and the radio frequency range. The monitoring of the execution will lay on the federal service for supervision of communications, information technology, and mass media, and is regulated by the following legislative acts:
The federal law No.126-FЗ “On communications”, dated July 7, 2003;
Russian Federation government decree No. 539 “On the procedure of registering radio electronic devices and high-frequency devices” dated October 12, 2004;
Russian Federation government decree No. 175 “On the approval of rules for radio control in Russian Federation” dated April 1, 2005.
To regulate these issues during the Winter Universiade 2019 it is necessary to study the information regarding the use of the radio electronic devices at the sport venues, the methods for their registration and marking, the list of allowed-for-use equipment and other useful data. In the participant’s guide, the information on the use of radio electronic devices is provided. There is also a form template for issuance of temporary frequency permits, and its filling order. The location of the testing and marking points will be announced additionally.
The participants who do not observe the specifics of regulation and use of radio electronic devices and radio frequency range will not be allowed to enter the sports venue. At the venue entrance, all non-marked radio electronic devices will be placed into special lockers and will be returned to the owners upon exiting the venue.
